Planning Director

The Town of Milton, Vt., seeks a Planning Director to replace the most recent incumbent, who had four and a half years of service with the Town. The position is multi-faceted and requires advanced professional planning experience of high complexity, a wide breadth of knowledge of municipal comprehensive planning, regional planning, federal and state planning law, and a variety of regulatory and non-regulatory implementation tools. The Planning Director supervises the divisions of Planning, Zoning, Building and Inspection, and Economic Development. These divisions are staffed by a team of four exempt and non-exempt (union) employees, including the Director, a Development Review Town Planner, Zoning Administrator and Planning Assistant. (The Zoning Administrator operates under the general direction of the Planning Director, however he/she is an independent, appointed officer who also serves as Health Officer.) The Director is expected to work closely and effectively with other staff as part of a strong interdisciplinary planning and leadership team.

With an annual budget of $315,000, the Department stewards the Town’s long-term plan and development regulations (funding is made available for robust professional development). In doing so, the position requires significant contact, communication, and coordination with volunteer groups, municipal representatives, and regional and state organizations and agencies. The Department is open and staffed Monday through Friday from 8 a.m. to 5 p.m., and the team principally spends its time helping dynamic residents, commercial enterprises, manufacturers, social sector non-profits, energy generators, working farms and natural resource stewards “get to yes”, issuing more than 550 municipal land use permits on an annual basis and enforcing the Town’s regulations.

The Department directly supports five standing municipal bodies – the Planning Commission, the Development Review Board, the Development Review Board Technical Advisory Committee, the Economic Development Commission, and the Conservation Commission – as well as occasional ad hoc committees. These citizen planners work to advance the Town’s vision at more than 100 meetings annually.

The Director is directly responsible for staffing the Planning Commission, Economic Development Commission and ad hoc Infrastructure Standards Committee – as well as indirect support to the Selectboard and other community stakeholders. Work is required throughout the community and region and attendance at a substantial number of evening meetings and some weekend meetings is required. The Director may be appointed to represent the Town at various regional bodies, such as the Regional Planning Commission’s Planning Advisory Committee.
