MEETING MINUTES
1. CALL TO ORDER & WELCOME
The Chair
called the meeting to order at approximately 8:10 a.m.
2. ATTENDANCE
Members Present:
Lori Donna, Chair; Julie Rutz, Vice-Chair; Tony Micklus, Clerk; Henry
Bonges; John Lindsay.
Members Absent:
None.
Staff Present:
Jacob Hemmerick, Planning Director.
Public Present:
Bob Brisson and Darren Adams.
3. AGENDA REVIEW
Hemmerick
requested that the Meeting Minutes for April 18th be removed;
drafting has not been finalized.
4. PUBLIC FORUM
Mr. Adams
and Mr. Brisson spoke about the Unified Development Regulations and Capital
Improvement Plans related to water and sewer lines.
5. STAFF UPDATES
None.
6. OFFICIAL NOTICES

7. BUSINESS
7(A). Unified Regulations
·
The Commission briefly reviewed changes to Section 1
on Public Art to tighten up the exemption.
·
Hemmerick also reviewed a section 1 exemption
related to staircases.
·
The Commission voted to allow outdoor shooting
ranges as a conditional use in I-3 and R5.
·
The Commission briefly discussed M1 and opted to
shift the lots fronting US Route 7 into the DB1 Zoning District, and remove M1
from 2005.D. Also amended this section
to read: “except that a lot containing a lawfully established
non-conforming use may not add an additional principal use.”
·
The Commission asked that staff further clarify
principal from accessory uses by definition.
·
The Commission reviewed development scenarios when
lots are in two districts.
·
Commission asked about cumulative waivers and
grandfathering of pre-adoption subdivision waivers.
·
The Commission reviewed height requirements.
·
The Commission reviewed bonus densities and common
multi-family housing standards, but wanted to loop back to under-building
parking.
·
The Commission revoked the provision that would
allow a single family dwelling on a conforming lot to be converted to a
two-family dwelling irrespective of the district density standards.
·
The Commission reviewed the density standards for
DB1, increasing the density, doubling the maximum footprint and increasing the
height standards; also increased the maximum number of dwelling units per
building to 40.
·
The Commission reviewed NC1, increasing the max
building size, height, and other standards to have the NC1 more closely align
with DB1 (as an lesser but similar node).
·
The Commission reviewed NC2, increasing the max
building size and height, and decreasing the allowable number of dwelling units
per building.

MOTION by
Rutz to accept the Minutes of April 4, 2017 and April 8, 2017. SECOND by Lindsey. Unanimously APPROVED.
9. ADJOURNMENT
MOTION by Rutz
to adjourn at approximately 1:30 p.m., SECOND by Micklus. Unanimously APPROVED.
